Circula PT (ex-Passe Social +)

Circula PT replaces the Social Pass + and offers more benefits

It is aimed at people with a proven low income or with a degree of permanent disability equal to or greater than 60%, which allows them to get cheaper passes to travel throughout the country.

There are 2 bonus levels, A and B, which result in discounts of 50% and 25% respectively.

On 1 January 2025, Circula PT came into force, offering discounts for travel throughout the country and becoming available to new beneficiaries with a disability equal to or greater than 60% , or are long-term unemployed.

Circula PT has two bonus tiers:

Tier A: 50% reduction for

  • Beneficiaries of the solidarity supplement for the elderly;
  • beneficiaries of the social insertion income;
  • Individuals with a temporary disability (equal to or greater than 60%);
  • Individuals with permanent disability (equal to or greater than 60%).

Tier B: 25% reduction

  • individual beneficiaries:
    • pensioners - with a monthly pension equal to or less than 1.2 times the value of the Social Support Index (IAS);
    • recipients of unemployment benefit, social unemployment benefit, social unemployment support, termination of activity, termination of professional activity - with a monthly amount equal to or less than 1.2 times the IAS, or long-term unemployed.
  • family beneficiaries:
    • families whose gross monthly income per family member is equal to or less than 1.2 times the IAS.

The value of the social support index (IAS) in 2025 is €522.50.

Determining the average annual equivalent household income:

  • Gross annual household income/[14x (no. of passive members + 0.25 x no. of dependent members)]<=1.2*IAS

For the purposes of calculating the average monthly household income, the following categories of income are considered relevant:

  • the gross value of labour income;
  • the gross value of income from pensions and pension supplements;
  • the gross value of social benefits paid by the services and entities of the Ministry of Solidarity and Social Security;
  • all other gross income earned by the household.

Circula PT offers a discount (25% or 50%) on intermodal and monomodal transport tickets for monthly use or for 30 consecutive days, except for the Green Rail Pass and Navegante Pass, Senior citizens and retirees/pensioners.

The application must include:

  • Citizen's Card or other official document such as Identity Card, Passport or Residence Permit;
  • A copy of your most recent tax return and the corresponding tax bill.

Specific documentation to certify disability (>60%):

  • Medical certificate of multipurpose incapacity (AMIM).
  • No need to present a copy of the last income tax return and the corresponding settlement note.

Specific documentation for Families:

  • A declaration from the Ministry of Finance stating that the income declaration of the taxable persons in the household is not required, where applicable. This declaration will only be required if the income cannot be proven by the other documentation mentioned here;
  • A declaration from the competent authorities of the Ministry of Solidarity and Social Security attesting to the number of members of the household and their status as beneficiaries of social benefits;
  • These declarations must be issued within the fifteen days prior to the submission of the application for access to Circula PT, attesting to the beneficiary's situation on the date the declaration was issued.
  • The original documents must be shown at the time of application.

If you already have a Circula PT and want to change your bracket (e.g. a beneficiary in the 25% bracket who is now entitled to the 50% bracket): you must make a new application and submit a new declaration from the competent authorities of the Ministry of Solidarity and Social Security identifying the members of the household and their status as beneficiaries of social benefits.

Specific documentation for recipients of unemployment benefit, social unemployment benefit, social support for termination of activity and the long-term unemployed:

  • a statement from the competent authorities of the Ministry of Solidarity and Social Security proving that the benefit is being paid and the amount of the benefit.

The card that holds the Circula PT discount is the same one that supports CP's general network passes, and the intermodal tickets for the Lisbon (Navegante) and Porto (Andante) metropolitan areas.

Depending on the services you want to use, you should request the following card from Circula PT:

If you have a valid CP card, you will need to apply for a new card to benefit from this discount.

If you already have a Navegante or Andante card, you will need to apply for Circula PT membership again and present the necessary documents to prove your entitlement.
