Navegante Pass

The Navegante Pass is loaded onto an electronic navegante® card and personalised with the holder's details. 

It can be used on the Lisbon Urban Trains and on all public transport in the Lisbon metropolitan area. 

The Metropolitan Navegante Pass allows you to travel within the geographical limits of the 18 municipalities of the Lisbon Metropolitan Area. 

The Municipal Navegante Pass allows you to travel on all operators within the geographical limits of the municipality for which it is purchased. 

You can buy it in advance, making the most of your time and avoiding queues. 

It can also be used in some car and bicycle parks.

This lets you use all the public passenger transport service companies in all 18 municipalities in the Lisbon Metropolitan Area (Alcochete, Almada, Amadora, Barreiro, Cascais, Lisboa, Loures, Mafra, Moita, Montijo, Odivelas, Oeiras, Palmela, Seixal, Sesimbra, Setúbal, Sintra and Vila Franca de Xira). 

On CP, the Navegante Metropolitano Pass can be used: 

  • On Lisbon Urban Trains: On all journeys on the Sintra, Cascais and Sado lines and on the Azambuja line up to and including Carregado station. 
  • On InterRegional and Regional Trains: on the Oeste line between Lisbon and Jerumelo stations (inclusive), and on the Norte line between Lisbon and Carregado stations. 

If you want to travel beyond the validity of the Navegante Metropolitano pass on the Azambuja line, you can buy the CP Azambuja-Carregado supplement, that costs €0.50. This supplement has a fixed validity for the month in which the Navegante Metropolitano pass is topped up.

The Navegante Municipal is a monthly pass (valid for the chosen month) that allows you to use all public passenger transport companies within the geographical limits of 1 municipality. 

On CP, the Navegante Municipal can be used between the existing stations in the chosen municipality in the Lisbon Metropolitan Area:  

  • Amadora - Santa Cruz-Damaia, Reboleira and Amadora 
  • Barreiro - Barreiro, Barreiro-A and Lavradio 
  • Cascais - Carcavelos, Parede, S. Pedro, S. João, Estoril, Monte Estoril and Cascais 
  • Lisbon - Rossio, Benfica, Lisboa Sta Apolónia, Braço de Prata, Lisboa Oriente, Moscavide, Sacavém, Entrecampos, Sete Rios, Campolide, Alcântara-Terra, Alcântara-Mar, Marvila, Roma-Areeiro, Cais do Sodré, Santos, Belém and Algés 
  • Loures - Moscavide, Sacavém, Bobadela and Santa Iria 
  • Mafra - Mafra, Malveira and Jerumelo 
  • Moita - Baixa da Banheira, Alhos Vedros, Moita and Penteado 
  • Oeiras - Algés, Cruz-Quebrada, Caxias, Paço de Arcos, Santo Amaro and Oeiras 
  • Palmela - Pinhal Novo, Venda do Alcaide and Palmela 
  • Setúbal* - Setúbal, Praça do Quebedo and Praias Sado 
  • Sintra - Queluz-Belas, Monte Abrão, Massamá-Barcarena, Agualva Cacém, Rio de Mouro, Mercês, Algueirão, Portela de Sintra and Sintra 
  • Vila Franca de Xira - Póvoa, Alverca, Alhandra, Vila Franca de Xira, Castanheira and Carregado 

There are 3 CP stations that are covered by 2 municipalities, so the customer can choose to buy the Municipal Navegante that is most advantageous for them:  

  • Algés - station valid for Navegante Oeiras or Navegante Lisboa 
  • Moscavide and Sacavém - Stations valid for Navegante Loures or Navegante Lisboa 

Navegante Municipal in Alcochete, Almada, Montijo, Odivelas, Seixal and Sesimbra are sold at CP ticket offices, but are not valid for use on CP routes.

Municipal Navegante - €30

* Since 1 January 2023, the Setúbal Municipality has granted a €10 bonus on the current retail price when purchasing any type of Navegante Municipal Setúbal pass.  

The Navegante Fam'ilia Pass has the same characteristics as the Navegante Metropolitano or Municipal Pass and allows each family to pay a maximum of 2 passes. It has a fixed monthly validity, i.e. from the first to the last day of the month it was purchased. 

The Navegante Família can be used by a minimum of three family members with the same tax residence residing in one of the 18 municipalities in the Lisbon Metropolitan Area. 

 

Types 

Navegante Família comes in two types: Navegante Metropolitano and Navegante Municipal. 

  • The Navegante Metropolitano Família pass allows all members of the household to use all regular public passenger transport services in the 18 municipalities of the Lisbon metropolitan area, paying a maximum of 2 Navegante Metropolitano passes - €80; 
  • The Navegante Municipal Família* pass allows all household members to use all regular public passenger transport services within the geographical limits of the municipality selected by the household, one of the 18 municipalities it chooses in the Lisbon metropolitan area. The household pays a maximum of 2 Navegante Municipal passes, €60. 

* The Municipality of Setúbal grants a subsidy of €10 on the current retail price when purchasing any type of Navegante Municipal Setúbal pass. This bonus does not require any prior membership or access conditions. Thus, in the Navegante Municipal Família de Setúbal mode, the maximum amount payable for all household members will be €50.  

To access the Navegante Família Pass, the applicant responsible for the household and the following people are considered to be part of the same household: 

  1. Spouse or unmarried partner, in the latter case for more than two years; 
  2. Relatives in a straight line (grandfather, grandmother, father, mother, father-in-law, mother-in-law, children, grandchildren) of the applicant or the person they have been living with for more than 2 years; 
  3. Adopted children and children under the guardianship of the applicant or the person in a civil partnership, as well as minors entrusted to them by judicial or administrative decision of organisations or services legally competent for this purpose. 

To apply for the Navegante Família, all household members (the Responsible Applicant and the other beneficiaries) must have a Navegante card (a hard, personalised card with a photo). 

 

Requisition / Annual Renewal  

The Navegante Família can be requested or renewed at the service points of the public service operators of regular passenger transport. At CP it can be requested at the Customer Assistance Offices in Rossio, Cais do Sodré and Lisboa Oriente. 

To apply for or renew the Navegante Família, the Responsible Applicant must fill in the Access Application Form (save, fill in and print), which is also available at the ticket offices in the Lisbon Urban Transport catchment area and at the transport operators' points of sale, and submit the necessary documents relating to themselves and their family members. If there are beneficiaries over 18, a Declaration of Representation (to be saved, filled in and printed) must be submitted for each household member.

Submitting the Application for Access to Navegante Família and other documents does not guarantee that the application will be accepted. Navegante Família is activated after the access conditions have been verified. 

Confirmation of membership of Navegante Família is sent to the email address indicated on the application, so it is mandatory to provide this information on the access application. It can take up to 10 days to activate Navegante Família. 

Only after the membership has been connected can Navegante Família be purchased and topped up.  

Access to Navegante Familia is granted for one year, provided that the conditions for its duration are maintained. A renewal request must be made before the end of this period. 

AML can check and validate the conditions of access at any time. Failure to comply with these conditions will result in the cancellation of access to the Navegante Família pass and the application of criminal and legal sanctions. 

 

On sale from 

After activation, you will need to pay/purchase the Navegante Família, with any of the Navegante cards associated with the household, at the locations indicated, at www.navegante.pt, between the 26th of the previous month and the 25th of the month of use. At CP, the Navegante Família can be bought and topped up at ticket offices. 

Only after payment can the other associated Navegante Cards be topped up (all simultaneously or at different times and places). All household cards that are to be used in the month for which payment has been made must be topped up. 

The Navegante Família pass must be paid for and topped up every month.

In addition to being a tax resident in the municipality of Lisbon, you must also hold a Navegante@ card with a >65 profile or apply for one at the ticket office by presenting the following documents: 

  • Apply for access to the Navegante pass and the corresponding documentation; 
  • Present identification document and proof of age; 
  • Submit your tax residence certificate. 

If you have a valid navegante@ pass without an urban senior citizen profile: 

  • Present identification document and proof of age; 
  • Submit tax residence certificate. 

With the Navegante@ pass you can activate a special Bolt pass for just €15 more per month, which allows you to travel daily for 20 minutes on Bolt scooters and trams.

The navegante® online shop allows you to buy the navegante® card and have it delivered to your home, so you no longer have to go to a ticket office to buy the card. 

Simply fill in a short form and upload the required documents and a photo for the personalised card (45mm x 35mm). 

Payment is quick: MB WAY or credit card and the card will be delivered to the address you specify. 

 

If you choose to have your card delivered to a CP ticket office, you must present the following documents: 

General documentation 

  • Completed application form
  • Citizen's Card, ID (EU citizens), Passport, Driving Licence (national citizens) or Residence Permit; 
  • Recent, original, colour, passport-sized photograph, with a plain background, bareheaded, without sunglasses - except in specific, duly substantiated situations. 

 

Specific documentation for pensioners 

  • Form showing the composition of the household, duly certified by the local parish council; 
  • A separate form with the amount of the household's income, duly certified by the respective tax office (this amount can also be proven by a copy of the IRS declaration or a separate declaration from the tax office). The household's annual income must be equal to or less than the minimum monthly wage multiplied by 14; 
  • Original and photocopy of the document proving the value of the pension, issued by the Caixa Geral de Aposentações or Caixa Nacional de Pensões.

Topping up your card every month remains a simple and practical task. 

You can top up your personalised navegante® card at the following locations: 

  • navegante® App - Available for iOS and Android, it allows you to top up passes, check the contents of your navegante® card and access useful information about transport, eliminating the need to travel any further; 
  • Navegante® Centres, Agent Network and Points
  • ATMs; 
  • Ticket offices; 
  • New vending machines for CP, Metropolitano de Lisboa, Metro Sul do Tejo, Transtejo/Soflusa and Fertagus. 

Tickets are sold from 4 a.m. on the 26th of each month until 3.5 9.a.m on the 26th of the following month at ticket offices, vending machines and ATMs. On the Navegante Portal, tickets are sold from 4 a.m. on the 21st of each month until 3.59 a.m. on the 21st of the following month. 

The city of Lisbon aims to achieve carbon neutrality by 2030. To this end, a sustainability promotion measure has been launched with the navegante® card, which grants free parking in car parks. 

 

Which car parks are covered? 

Initially: 

  • Colégio Militar car park | 415 spaces; 
  • Ameixoeira car park | 489 spaces; 
  • Avenida de Pádua car park | 248 spaces. 

 

How do I get free access? 

On first use, the holder of the Navegante® Card, previously loaded with a valid pass, must go to the booth in each car park where they wish to park to register their card in the system by filling in a form. 

You only need to fill in the enrolment form once. 

 

How do I renew my access? 

At the beginning of each month, you must renew your right to free access to Parque navegante® and prove that you have a valid pass for the month in question. To do this, you must go to the booth in each of the car parks where you want to park to validate your monthly top-up. 

 

How can I check that I have my pass topped up? 

You must download the navegante® App and scan the card, proving that they have a valid pass for that month. 

 

Times 

Users of the navegante® Card who have a valid navegante® pass can stay free of charge in the referenced car parks 7 days a week during the period between 7.30 and 21.00. Outside this period, the standard rate will be charged.

The Navegante card has a 2-year say from the date of issue against electrical faults and manufacturing defects. 

You can request a replacement card from the Customer Service Offices at Rossio and Cais do Sodré Stations if the following conditions are met: 

 

Faulty card 

  • The ticket was purchased at CP or at an ATM; 
  • Present the original transport ticket loading slip; 
  • Present a new Navegante card or provide proof that the new card has been requested by means of the delivery slip. 

 

Lost card 

  • The ticket was purchased from CP or an ATM; 
  • Present the original transport ticket loading slip; 
  • Present a new Navegante card or provide proof that the new card has been requested using the delivery slip.
