Circula PT

Circula PT has two discount brackets: 

Bracket A: 50% discount 

• recipients of the solidarity supplement for the elderly; 
• recipients of social integration income; 
• individuals with temporary disability (>60%); 
• individuals with permanent disability (>60%). 

  

Bracket B: 25% reduction 

• individual beneficiaries: 
• o pensioners and retirees - with a monthly pension equal to or less than 1.2 times the value of the Social Support Index (IAS); 
• o recipients of unemployment benefit, social unemployment benefit, social unemployment support, cessation of activity, cessation of professional activity or long-term unemployed - with a monthly amount equal to or less than 1.2 times the value of the IAS. 
• beneficiary families: 
• o families whose gross monthly income per household member is equal to or less than 1.2 times the value of the IAS. 

 

The social support index (IAS) value in 2025 is €522.50. 

 

Calculation of the equivalent average annual household income

• Gross annual household income/[14x (number of passive members + 0.25 x number of dependent members)]<=1.2*IAS; 

To calculate the average monthly household income, the following categories of income are considered relevant: 

• gross income from work; 
• gross income from pensions and pension supplements; 
• gross value of social benefits paid by the services and entities of the Ministry of Solidarity and Social Security; 
• all other gross income earned by the household.

The application must be made by presenting 

• Citizen Card or other official document such as Identity Card, Passport or Residence Permit; 
• Copy of the last income statement and respective settlement note. 

 

Specific documentation to prove incapacity (>60%) 

• Multi-purpose medical certificate of incapacity (AMIM). 
• The presentation of a copy of the latest income statement and respective settlement note is not required. 

  

Specific documents for families 

• Declaration from the competent authorities of the Ministry of Finance certifying that the household taxpayers are exempt from submitting an income statement, where applicable. This declaration will only be required if the income earned cannot be proven by the other documentation referred to herein; 
• Declaration from the competent authorities of the Ministry of Solidarity and Social Security certifying the number of members of the household and their status as beneficiaries of social benefits; 
• These declarations must be issued within fifteen days prior to the submission of the application for access to Circula PT, certifying the beneficiary's situation on the date of issue of the declaration. 
• The original documents must be presented at the time of the request. 

If you already have Circula PT and wish to change your bracket (e.g. beneficiary of the 25% bracket who is now entitled to the 50% bracket): you must submit a new application and provide a new statement from the competent authorities of the Ministry of Solidarity and Social Security identifying the members of your household and their status as beneficiaries of social benefits. 

  

Specific documentation for recipients of unemployment benefits, social unemployment benefits, social support for cessation of activity, and long-term unemployed persons

• Declaration from the competent authorities of the Ministry of Solidarity and Social Security confirming that the subsidy is being granted and the amount of the benefit.

The card that supports the Circula PT discount is the same card used for CP General Network Passes (CP Card) and for intermodal tickets valid in the Lisbon (Navegante) and Porto (Andante) metropolitan areas. 

Depending on the services you wish to use, you should request the following Circula PT physical card 

• Lisbon urban trains – Navegante card;
• Porto urban trains - Andante or CP card;
• Coimbra urban trains – CP card; 
• Regional and InterRegional – CP card. 

  

If you already have a valid CP card, you must request a new card to benefit from this discount. 

If you already have a Navegante or Andante card, you must reapply for Circula PT membership and submit the necessary documents proving your eligibility.
